Implementasi Model Lelang Jabatan Berbasis Merit Sebagai Strategi Penempatan SDM Dalam Menghadapi Tantangan Era Revolusi Industri 4.0 Menuju Society 5.0

ABSTRAK
Penelitian ini dilaksanakan guna memberikan gambaran dan masukkan bagi pemerintah terkait penerapan PermenPan-RB No. 15 Tahun 2019 tentang Seleksi Terbuka atau lelang jabatan terutama di Lingkungan Pemerintah Provinsi Sulawesi Tengah. Penelitian ini juga akan membantu memberikan proyeksi keberhasilan Pemerintah Daerah melakukan tata kelola perencanaan SDM dalam penguatan reformasi birokrasi menuju era society 5.0 melalui rekrutmen terbuka dan pengangkatan jabatan berbasis merit berdasarkan kompetensi jabatan dan kebutuhan organisasi. Tujuan Penelitian ini untuk Mengetahui Implementasi Model Lelang Berbasis Merit Sebagai Strategi Penempatan Sumber Daya Manusia Dalam Menghadapi Tantangan Era Revolusi Industri 4.0 menuju Society 5.0 di Lingkungan Pemerintah Provinsi Sulawesi Tengah. Metode pemecahan masalah dalam penelitian ini akan menggunakan analisis deskriptif kualitatif guna memberikan gambaran yang jelas terkait bahasan dalam permasalah penelitian yang akan diolah dengan pendekatan analisis fenomenologi dan Interpretative Phenomenological Analysis (IPA). Hasil penelitian masih terdapat berbagai kendala yang melemahkan obyektivitas seleksi, seperti intervensi politik, dominasi pertimbangan non-merit, serta paradigma senioritas yang masih kuat. Kondisi tersebut berimplikasi pada belum tegaknya prinsip the right man in the right place dan berpotensi menurunkan efektivitas birokrasi daerah dalam menghadapi tuntutan Revolusi Industri 4.0 menuju Society 5.0.

ABSTRACT
This research was conducted to provide an overview and input for the government regarding the implementation of PermenPan-RB No. 15 of 2019 concerning Open Selection or job auctions, especially within the Central Sulawesi Provincial Government. This research will also help provide a projection of the success of the Regional Government in implementing HR planning governance in strengthening bureaucratic reform towards the era of society 5.0 through open recruitment and merit-based job appointments based on job competencies and organizational needs. The purpose of this research is to determine the implementation of the Merit-Based Auction Model as a Human Resource Placement Strategy in Facing the Challenges of the Industrial Revolution 4.0 Era towards Society 5.0 within the Central Sulawesi Provincial Government. The problem-solving method in this research will use qualitative descriptive analysis to provide a clear picture related to the discussion in the research problem which will be processed using a phenomenological analysis approach and Interpretative Phenomenological Analysis (IPA). The results of the research still found various obstacles that weaken the objectivity of the selection, such as political intervention, the dominance of non-merit considerations, and the still strong seniority paradigm. This condition has implications for the principle of the right man in the right place not being upheld and has the potential to reduce the effectiveness of regional bureaucracy in facing the demands of the Industrial Revolution 4.0 towards Society 5.0.
